On January 26, according to the Ministry of Public Security's Information Portal, Minister of Public Security Luong Tam Quang has just signed and issued Circular No. 131 amending and supplementing a number of articles of Circular No. 62 dated November 14, 2023, stipulating specific health standards and health checks for the People's Public Security Forces (CAND) in order to improve the legal basis, ensuring consistency with new relevant legal regulations.

This Circular completes the method of scoring and classifying health.

In which, supplementing the method of scoring from 1 to 6 and health classification from Type 1 to Type 6; and clearly stipulating cases of not scoring for some health indicators when classifying such as:

- Trường hợp công dân tham gia tuyển sinh, tuyển chọn vào CAND (trừ trường hợp quy định tại điểm h khoản 3 Điều 7) và hạ sĩ quan nghĩa vụ hết thời hạn phục vụ tại ngũ trong CAND được xét chuyển sang chế độ phục vụ chuyên nghiệp, khi phân loại sức khoẻ theo quy định tại các điểm a, b, c, d, đ và điểm e khoản 3 Điều 7 thì không tính điểm để phân loại sức khoẻ đối với chỉ tiêu về chiều cao, thị lực quy định tại Điều 4 và các chỉ tiêu sức khoẻ được quy định tại Phụ lục X ban hành kèm theo Thông tư này;

- Trường hợp công dân dự tuyển giáo dục văn hóa bậc trung học phổ thông, khi phân loại sức khoẻ theo quy định tại các điểm a, b, c, d, đ và e khoản 3 Điều 7 thì không tính điểm để phân loại sức khoẻ đối với chỉ tiêu về chiều cao, thị lực quy định tại Điều 4, chỉ tiêu sức khoẻ được quy định tại Phụ lục X ban hành kèm theo Thông tư này, chỉ số khối cơ thể (BMI) và chỉ tiêu về vòng ngực.

Notably, the new Circular tightens the requirements for drug testing and the content of paraclinical tests in specific health standards in new enrollment and selection of citizens into the People's Public Security Forces.

Accordingly, the Circular supplements regulations on specific indicators: Not detecting positive (by rapid test or blood test) for drugs and drug precursors as prescribed in Decree No. 57/2022/ND-CP dated August 25, 2022 of the Government stipulating the lists of drugs and precursors amended and supplemented by Decree No. 90/2024/ND-CP.

Amending and supplementing the content of paraclinical examination, including blood tests: Blood count; blood type, glucose, AST, ALT, urea, creatinine, HIV, HBsAg, anti-HCV; urine tests including general analysis of urine, drugs and precursors; direct chest-to-lung X-ray; general abdominal ultrasound; electrocardiogram.

Đối với xác định HBsAg thì sử dụng biện pháp xét nghiệm miễn dịch tự động; đối với xác định HIV và anti-HCV thì sử dụng biện pháp test nhanh.

Trường hợp cần thiết, có thể chỉ định khám cận lâm sàng khác phục vụ cho kết luận sức khỏe theo yêu cầu của Hội đồng hoặc Ban khám sức khỏe.
